In Phase 2 of its review of public service television broadcasting, Ofcom proposed the establishment of a new entity, provisionally called a Public Service Publisher, to ensure that the necessary level of competition for quality in PSB continues through the transition to digital. In early November 2004, Ofcom issued a hypothetical tender document for the potential PSP. This was deliberately exploratory in nature; its intention was to ascertain, through wide debate, the potential merits of – and possible opportunities presented by – the suggested new entity. Three external parties were invited to present their responses to the hypothetical tender document at an industry seminar on 2 December 2004.
