In considering the form of this charge control, Ofcom has analysed the levels and structures of costs across the different operators and, specifically, the costs of providing MCT. Ofcom has conducted extensive cost modelling, in close association with the MNOs, to forecast efficient costs under a broad range of different scenarios.
