Television Access Services: Fourth Quarter Report for 2008

The final quarterly report for 2008 on the provision of access services (subtitling, signing and audio description) by broadcasters under the Code on Television Access Services, shows the collective position for the twelve months of 2008. An explanation of the obligations applying to broadcasters is given in the first quarterly report for 2005.

The report shows that the vast majority of channels have exceeded their obligations and almost all have met their obligations in full. The final combined amount of each access service delivered by channels as a whole significantly exceeds the total minimum requirements. However in the case of three channels, there was a slight shortfall on subtitling quotas. GMTV2, National Geographic and Cartoon Network will be required to make up this deficit during 2009.

The first quarterly report for 2009, covering the period January to March, will be published during May.

Footnotes:

1. - Twelve-month quotas for audio description and signing on BBC channels run from 1 November, and for subtitling from 1 April. The relevant twelve-month period for audio description and signing on ITV’s regional services runs from 15 November. The annual subtitling targets for BBC channels shown in this table are a weighted average of those applying during 2008. Further details of the quotas can be found in the Code on Television Access Services

2.-  Technical problems prevented BBC One from meeting the full channel quota obligations in Q4. Ofcom recognises the high quota has prevented the BBC from making up this deficit.

3.-  BBC Two was below target for subtitling due to the limited lead time available to the BBC to fulfil new subtitle obligations on pre-recorded Gaelic during April and May 2008. Given the high obligations Ofcom understands that BBC Two were unable to fully fulfil their obligations for 2008.

4. - Twelve-month targets for ITV 3 and ITV 4 run from 1 November. The annual targets shown in this table are a weighted average of those applying during 2008.
