Television Access Services: First Quarter Report for 2008

This is the first quarterly report for 2008 on the provision of access services (subtitling, signing and audio description) by broadcasters under the Code on Television Access Services during the first three months of 2008. An explanation of the obligations applying to broadcasters is given in the first quarterly report for 2005.

The first report for 2008 shows that, in the majority of cases broadcasters are exceeding their obligation s for subtitling, audio description and for signing of programmes. Broadcasters who are not yet meeting the requirements have assured Ofcom that they are taking action to ensure fulfillment of their obligations over the course of the year. We will continue to monitor compliance. The next report is scheduled for publication on Ofcom’s website at the beginning of September.

1.- Twelve-month targets for audio description and signing on BBC channels run from 1 November, and for subtitling from 1 April. The relevant twelve-month period for audio description and signing on ITV’s regional services runs from 15 November. The annual subtitling targets for BBC channels shown in this table are a weighted average of those applying during 2008; the actual targets which apply across in the Q1 period are shown in square brackets. 2.- Twelve-month targets for ITV 3 and ITV 4 run from 1 November. The annual targets shown in this table are a weighted average of those applying during 2008; the actual targets which apply across in the Q1 period are shown in square brackets.

3.- Twelve-month targets for CITV run from 1 March. The annual targets shown in this table are a weighted average of those applying during 2008; the actual targets which apply across in the Q1 period are shown in square brackets.

4.- Twelve-month targets for More 4 and Film 4 run from 1 October and 1 July respectively. The annual targets shown in this table are a weighted average of those applying during 2008; the actual targets which apply across in the Q1 period are shown in square brackets.

5.- Twelve-month targets for Five Life and Five US run from 1 October. The annual targets shown in this table are a weighted average of those applying during 2008; the actual targets which apply across in the Q1 period are shown in square brackets.

6.- Twelve-month targets for Sky Three run from 1 November. The annual targets shown in this table are a weighted average of those applying during 2008; the actual targets which apply across in the Q1 period are shown in square brackets.

* These targets are made up of the 2008 quota plus any outstanding obligations from the 2007 quota.

7.- Due to their audience shares falling below 0.05% in two successive quarters MTV Hits, MTV Dance and VH1 Classic are no longer required to provide television access services for 2008. However the channels remain obliged to make up the shortfall in their 2007 obligations and will continue to be reported on until this deficit has been discharged.

8.- Twelve-month targets for Bravo 2 run from 1 March. The annual targets shown in this table are a weighted average of those applying during 2008; the actual targets which apply across in the Q1 period are shown in square brackets.

9.-Ftn was replaced by Virgin 1 on 1 October 2007

10.-While the History Channels is not required to provide access services for 2008, the channel is obliged to make up the shortfall in their 2007 obligations and will continue to be reported on until this deficit has been discharged.
