Television Access Services: First Quarter Report for 2009
This is the first quarterly report for 2009 on the provision of access services (subtitling, signing and audio description) by broadcasters under the Code on Television Access Services during the first three months of 2009. An explanation of the obligations applying to broadcasters is given in the first quarterly report for 2005. The first report for 2009 shows that, in general, broadcasters are exceeding their obligations for subtitling, audio description and for signing of programmes. Broadcasters who are not meeting their requirements have assured Ofcom that they are taking action to ensure fulfillment of their obligations over the course of the year. We will continue to monitor compliance. The next report is scheduled for publication on Ofcoms website in mid August.

3.- Alternative Arrangements: Channels with an audience share of between 0.05% and 1% have the option to either broadcast 30 minutes of sign presented programming a month or participate in Ofcom approved alternative signing arrangements. The broadcasters indicated by 'Alt' have agreed to contribute funding to the approved British Sign Language Broadcasting Trust (BSLBT) who make sign presented programmes for broadcast on the Community Channel.

13.- While National Geographic is not required to provide access services for 2009, the channel is obliged to make up its 2008 subtitling shortfall. National Geographic has in Q1 fulfilled its outstanding obligations and from Q2 will no longer be included in these reports.
