Television Access Services: Second Quarter Report for 2008

This is the second quarterly report for 2008 on the provision of access services (subtitling, signing and audio description) by broadcasters under the Code on Television Access Services during the first six months of 2008. An explanation of the obligations applying to broadcasters is given in the first quarterly report for 2005.

The second report for 2008 shows that broadcasters are exceeding their quotas for subtitling, audio description and signing in most cases. Compliance will continue to be monitored by Ofcom and we have been assured by those broadcasters who are not currently meeting their requirements, including GMTV2 and Nick Junior 2, that action is being taken to rectify this before the end of 2008. In addition Ofcom carries out regular audits of the access service provision provided by broadcasters.

Ofcom expects to publish the third quarterly report for 2008, covering the period January to August, at the beginning of November.

1.- Twelve-month targets for audio description and signing on BBC channels run from 1 November, and for subtitling from 1 April. The relevant twelve-month period for audio description and signing on ITV’s regional services runs from 15 November. The annual subtitling targets for BBC channels shown in this table are a weighted average of those applying during 2008; the actual targets which apply across the Q1 and Q2 period are shown in square brackets. 2.- BBC Two was below target for subtitling due to the limited lead time available to the BBC to fulfil new subtitle obligations on pre-recorded Gaelic during April and May 2008.

3.- Twelve-month targets for ITV 3 and ITV 4 run from 1 November. The annual targets shown in this table are a weighted average of those applying during 2008; the actual targets which apply across the Q1 and Q2 period are shown in square brackets.

4.- Twelve-month targets for CITV run from 1 March. The annual targets shown in this table are a weighted average of those applying during 2008; the actual targets which apply across the Q1 and Q2 period are shown in square brackets.

5.- Twelve-month targets for More 4 and Film 4 run from 1 October and 1 July respectively. The annual targets shown in this table are a weighted average of those applying during 2008; the actual targets which apply across the Q1 and Q2 period are shown in square brackets.

6.- Twelve-month targets for Fiver (which changed its name from Five Life in April 2008) and Five US run from 1 October. 8.- Due to their audience shares falling below 0.05% in two successive quarters MTV Dance and VH1 Classic are no longer required to provide television access services for 2008. However both services have been obliged to make up the shortfall in their 2007 obligations during 2008. In Q2 both channels have fulfilled the 2007 requirements and from Q3 will no longer be included in these reports.

10.- UKTV Documentary submitted incorrect signing figures for Q1. This data has been corrected as of the Q2 report. (Signing figures were previously entered 4.7% rather than 2.36%)

11.- While the History Channels is not required to provide access services for 2008, the channel is obliged to make up the shortfall in their 2007 obligations. In Q2 the History Channel fulfilled its outstanding obligations and from Q3 will no longer be included in these reports.
