Postal Services

On 1 October 2011, Ofcom officially took over regulation of the UK’s postal services from the previous regulator Postcomm. Ofcom is responsible for safeguarding the UK’s Universal Service Obligation on postal services. UK legislation relating to the postal industry

A number of Acts implemented by the UK Government are relevant to the postal industry. In particular, the Postal Services Act 2011 sets out Ofcom’s primary duty to secure the provision of the universal postal service.

Universal postal service order

The universal postal service order sets out descriptions of the services that Royal Mail needs to provide as part of the universal service and the standards with which they need to comply.

Transitional provisions

This page contains the transitional provisions that were put in place when Ofcom took over the regulation of the postal industry in October 2011. Almost all of these transitional provisions were revoked when the new regulatory framework was put in place in March 2013.
